Newbie - Needs Help with Pro-528

I have a Pro-528 that was given to me as a gift. I am new to the whole scanner world but I am trying to learn. I am using the ARC433 software and RS cable to load the banks on the scanner from the RadioReference database.

I have been able to do that with the software but when I hit scan, I hear very little activity. I am in the Dallas area and sit right about the location where 4 cities meet so I have loaded all of the Public Saftey departments for those areas but sometimes it will scan for a couple of minutes before picking anything up.

Does that sound normal? I was thinking I would here ALOT of activity.
Is there something else I should be doing/pushing while scanning to get better responses?
I believe it can scan Trunked and Convential at the same time - correct?

I am just not sure what I am missing. Any advice you can give me would be appreciated - I am not in position to buy a different scanner so I am trying to make this work.

If those are trunking systems, SCAN lets you hear only the Talk Group IDs you have entered into the ID lists.
SEARCH lets you hear all active TG IDs.
While it's trunking, just hit SCAN or SEARCH to toggle between those modes.
