Newbie Programming Stamford

Is Stamford EDACS either a) encrypted or b) digital?

I am a newbie trying to program my PSR-300 and having no luck. I've got all 6 Stamford south frequencies in a bank by themselves. Everything is set to EDACS. When I scan I can't hear anything. My scanner, however, appears to be receiving signals because it will jump out of scan for a few seconds and then go back to scanning. But everything is completely silent.

If I switch the MAN mode I can hear the "boat engine" of the control channel.

Any hints?

When the stamford system first came out you were to enter both sites in different banks or now with todays scanner memory configs, as 2 different systems. Program north and south sepeartely and enter all control channels. Also,program some talkgroup ids you want to monitor. Be aware the system is switching from edacs to a p25 digital so the psr300 wont be able to track the talk unless you upgrade to the psr500???!!!
