Newbie Question: Why are there gaps in the Palmetto 800 talkgroups

Hey I was curious to why they are gaps of seemingly unused talkgroups in palmetto 800 talkgroups. Below is an example of a local agency that I verified there were no other TGs or channels. Why not just go in numerical order? Why not go 20895-20896-20897... and so fourth?

CH1 20895
CH2 20896
CH3 20905
CH4 20901
CH5 20899
CH6 20909

I have a few ideal that could all be wrong, but one is that we don't have the correct information, maybe what we think is channel 3 for them is really public safety or something else. There can be gaps because we don't have all the talkgroups. there are some talkgroups that never get used so we aren't aware of what they are. They could leave gaps for the future, in case the agency wanted more talk groups over time as they grow, and lastly, remember they are working in Hexadecimal when programming, not Decimal, and while that has an order it isn't as conventional as 1,2,3, etc.
