Macomb County is on the MPSCS system Site 219 here:

THe city of Warren is here:

It is easier to program your scanner with software, Win96 is the best. All you need for your scanner is the Control Channels (red and blue frequencies in the Database here), also check the Wiki here for instructions on programing your scanner. Getting Detroit from outside the city is difficult but it is on MPSCS Site 701. Also with a subscription to the site and WIN96 software, you can directly import from the database here.

It is a large task to program MPSCS with out the WIN96 software, Macomb County has 110 talkgroups on MPSCS and the MPSCS system has 1828, the city of Warren's system is 51 talkgroups on it's system. The link to the WIKI for the PRO96 is:http://wiki.radioreference.com/index.php/Pro-96. It has links to the software and programging cable information, I have a PRO96 and a PRO2096 and would never try to do MPSCS without software.
Good luck

For manual programming, and just getting used to how to operate your PRO-96, this should help:

http://wiki.radioreference.com/index.php/Programming_Shortcut_Pro-96

For starters, just program the control channel frequencies for the towers in your area. They're the ones in red, on RR's database. Then scan in open mode, and you'll hear everything, without having to program any talk-groups. That will give you something to listen to, while you learn the rest!

Good scanning!
