Wirelessly posted (Mozilla/5.0 (iPhone; CPU iPhone OS 6_1_2 like Mac OS X; en-us) AppleWebKit/536.26 (KHTML, like Gecko) CriOS/23.0.1271.100 Mobile/10B146 Safari/8536.25)

So looks like the edge of the binder said 700mhz P25. So I'm guessing that won't be compatible with the 800mhz SNACC P25 system? So they will still not be able to effectively communicate with each other without more equipment?

its Motorola so yes they will. the radios will most likely be apx7000 vhf/800/700 so yes it will work. just fine. it will be a tdma system so the new SNACC will most likely be a add on to LVMPD radios. its good news for you guys and girls. save up money for a psr800 to listen to LVMPD in a year or 2.

I wouldn't be surprised if the whole system is encrypted full time. After reading the RFP, it has end to end encryption mentioned and also AES/DES encryption in mobile/portable spec.
Hopefully I'm wrong, but it sounds like something Metro would do.
I'm also surprised to they want to go TDMA X2. TDMA X2 isn't technically P25 Phase II since Phase II hasn't been approved by APCO yet. I don't know of any system this size with a working TDMA X2 system.
I would hate to it see it become Broken Sky Part 2.

Huxford, thanks for linking to that file. It looks like the system in itself should be monitorable with a PSR-800.
Whether they will use encryption...only time will tell. However, from looking over that file, it looks like they are buying AES encryption capable radios (the P25 standard), but the radios are coming with ADP for now (Motorola's short key encryption). Interestingly, the console description part indicates just 2 consoles will be shipped with ADP...I wonder if those will be for certain talk groups and the rest will not be encrypted? I don't see how they could use system wide encryption but only buy 2 encrypted consoles.
Time will tell, but at least there is a chance that it may be in the clear.

I hate when people selling Open Sky say how cutting edge it is ( state of the art). It uses late 1990's cell phone technology for gosh sakes! The foundation was always fundamentally flawed because when it was designed VoIP technology just wasn't there. It was great for data, but not voice.

This is a great move by LVMPD! They can re-purpose thier existing (Desert Sky) 700MHz licenses and sites. Many ajacent agencies (San Bernardino County, SNACC etc.) will be more interoperable and system compatible for multi-agency coordination. Way to go!

This is what LVMPD should have done in the first place if they were so hell bent on having their "own" system. In the few times that I have visited I have found SNACC to work very well. While it is a mature technology, it has for the most part had the bugs worked out. If it's good enough for local PD's and FD's then it's good enough for Metro.

After millions of wasted dollars, it seems to me that they are headed in the right direction on a standards based system. Didn't need to necessarily be Motorola infrastructure but I think that the bridges have been burnt with Harris. Looking through the 650 page document, it's radio and CAD upgrades. To me, it appears that LVMPD is already using Motorola's Premier CAD based on the scope of work.

I hope it all works out for the benefit to the folks on the street. Up until this point they were handed a pink elephant to work with.

Eventually when SNACC gets uplifted, they can connect the two cores at the network level via ISSI and avoid the black box solutions. Using Motorola subscribers with SmartZone features, they can use the legacy SNACC system in the mean time for interop while having forward migration to P25 Phase 2. Also don't forget that eventually NSRS will move the direction of P25 too. Just imagine the ability to talk directly with each other when the need arises...such a novel idea!

Good luck to all involved.

Oh my...yes that stuttering was terrible (hence my pink elephant comment). I was there a year back for a conference and it was sickening to think that these officers were using this as their life line.

The ironic part is anyone from Metro who forced this POS on the folks in the field have probably been promoted or retired to become a "Communications Consultant".

While I have no relationship with or know any of the techie types that run SNACC, I'm sure it was interesting to watch this train wreck while it was happening.
