next generation 911 Phase II

I just read something on the MN radio boards website that that Carver county and another county were going to migrate to "Next Generation 911 Phase II ASAP. Does this mean they are upgrading to P25 Phase II or is just a computer upgrade?

911 Phase II should allow geo-location of cell phone calls to 911 using enhanced mapping.

And it would be PSAP (Public Safety Answering Point), not ASAP.
