Does anyone know the frequencies for Nextel or Alltel cell phones? I am in phoenix, Arizona.

First I don't know the frequencies. Nextel will probably have more than 100 frequencies, but that just starts a problem. They will reuse the frequencies several times within the local area as they use directional antennas. In other words, if you knew the frequency, there could be as many as 5 or 6 conversations going on the frequency at the same time. You would pick up just one of them. Then lastly, Nextel uses a digital format called iDEN that your scanner can't decode.
Altel transmissions are primarly on 1.9 GHz, very few in the old cell band. The 1.9 GHz will be in a digital format that you can't decode, even if you could scan the frequency range.
The fact that it is illegal to listen to a cellphone is not the big problem. Modes and in the case of Altel the high frequency is what will stop you.

Yeah Terrie, you can't scan ANY cellular frequencies. FCC Type Accepted scanners aren't allowed to have that capability so they're blocked from being picked up.
First you'd have to some how get a scanner from the UK which still has cellular frequencies accessable. Then only then you'd only hear ANALOG cellular conversations. Pretty much everyone (carriers) are now using TDMA or GSM, either way it's DIGITAL and no scanner made can decode digital cellular signals. Nextel and Alltel are both digital exclusively so you can just forget ever hearing them on any scanner.
I use to listen to cellular on my bc-760xlt all the time because it was made prior to the fcc regulation and in the past couple of years there hasn't been anything worth listening too. It's all just a bunch of BUZZZZZZZZZZZZ noises up there now.
