The National fire Information Council (NFIC) has nothing to do with fire communications that I can find.
The National Interagency Incident Communications Division (NIICD) at the National Interagency Fire Center (NIFC) will run coverage profiles from existing and proposed repeater locations to show how much of a fire's area can be covered by NIFC cache communications equipment brought in to support an all-risk incident. The profile also identifies the operating environment to assist in frequency management, to minimize interference between an incident operation and existing users or other incidents.
