NHP getting VHF-lo antennas???

Hello everyone, i work at a car wash, and wash a couple of NHP vehicals each week. And i've started noticing that in addition to the VHF-hi and 800Mhz antennas they are getting some 4 foot high antennas which look like VHF-lo, why would this be? As far as i know all counties in the Carson City area in the VHF-hi or 800Mhz area. Whats going on?

Could this have been a base loaded whip? If so, could have been a gain antenna for VHF-high. Norm.

i dont know, could be, it just looked like a vhf-lo whip to me
