NHP LV - Mixed Modes? Digital/Analog? - via submission

NHP had moved over to this EDACS system and was simalcasting for a month or so. Now they apparently are back on the Motorola VHF-TRS, as I am not hearing any NHP traffic on the EDACS anymore. However, I am noticing sum sub-audible traffic on the EDACS. I am currious to know if they are using a mixed mode analog, digital APCO-25 system for the EDACS.
All of this comes after the apparent illegal use of the Motorola VHF freqs. Does anybody have any additional info on this?

To my knowledge the NSRS is NOT digital/encrypted. It could be in the future, but I think now they are more focusing on getting it functional before any move to digital/encryption would take place.
