Correct on both parts... PSAP Dispatchers & "CS-3" (floor supervisors) lack total knowledge of RF completely. They cannot differentiate between analog, digital, conventional, trunked etc UHF, VHF, 800... & do not know how to disable the repeater (Signal 137) or what the other functions on the consoles are used for. I used to train everyone on the entire console functions as well as the basics of RF & show each new dispatcher "how their voice goes out to the cars & vice-versa" F2 emenates from the repeater atop East Rock & F1 & F3 work from the microwave from the top floor of the KoC Tower aimed at the roof of 1 Union Ave. F2 has been having many issues once they erected 360 State St, the 28 story building that blocks the line of site from 1 Union to East Rock in line with the repeaters.... At one time, F2 had backup repeaters & voters in what was known as "Burwood Hill" which is now where Raynham Hill Condos (675 Townsend Ave) as well as one weaker one in the Cedar Hill Yard which made F2 the stronger of the 3.
In April 1990, the radio configuration that is in place (on the PD side) is still in place today with the interior consoles changing in 2002 & again in 2009 when they went from "CCS" to "PSAP" & many of the portables are programmed incorrectly & some that I have seen have rubber duck antennae cut for 800mHz on their portables. The codplugs that I created when I was there (portables, main sets & consoles) were always 5x5 & there was never any RF issues
