There have been, and are, however, a few posts that have gone out and made their own rules, bought unauthorized equipment, and have even applied for Federal Homeland Security Grants without working within their Department leadership. There are still a couple of nasty Superior Court cases out there awaiting judgement that the Explorers caused and are an embarrassment to the town, the Department, and leaving their parents holding the bag. These few sour the entire program for the most that are good people and future firefighters.
