Answer to your question

As of now, NJ Transit trains do not go directly from AC to NYC. However, somehow they are planning on accomplishing this miracle in the future. The scan-nj website (which is down right now) had a really good frequency lay-out for the NJ Transit Train system. I never used my scanner on the AC - Philly Train Line, however the last info I saw posted was that their operations frequency is 161.400. However, I have confirmed the NorthEast Corrider Line (from NYC to Trenton) uses 161.010. I would also always have all THREE NJ Transit PD frequencies programmed into your scanner as follows:
160.830 - Ch. 1 (main channel)
161.190 - Ch. 2 (used many times in larger stations)
161.370 - Ch. 3 (used many times in larger stations)

You should just note 161.4000 is ALSO used on the Pascack Valley line. So depending on what part of the state you're in you may hear different lines

It can be done quite easy. The CNJ Southern Division "Blue Comet" ROW is still there and was rebuilt with all new ties from Whitings south. Granted it is over 20 years old but it is still in good condition. Last year some time they started to clean up the ROW from Lakehurst to Woodmansie Station. There was talk about Clayton, now Hansen Corp., hauling dirt out of there again. I live in Phoenix so I have not been able to see. Here is the topic on this forum:

It could happen down the road.

Yes, 161.400 is used on many other lines throughout the state, in fact I think it may be used as an interop channel that all train lines can use to communicate to each other in case of an emergency. Also, I didn't realize they had useable tracks in place that go beyond Bay Head Jct. down to Atlantic City. I just hope the casinos decide to give cash-back to those heading down there via train. Now, I believe they only do that if you travel there via bus.

The "Southern Tier" tracks are not an extension past Bay Head...this is the line that starts in Red Bank and heads towards Lakewood and beyond as Hulka explained. I think maybe 2 trains a week go up and down the line right now, usually with CSX power.

They do not go past Lakehurst, in fact I do not know if they (CSX) even head towards Toms River anymore. There were only a few people on that line that received rail service.
