NJICS JFK hospital new system

Need some help I am using my HP-1 to listen to JFK Ems and medic units via the njics state system. I am receiving both the Control room and units but it hit or miss. So times I get them all day and then it's dead. I think I might be missing something when I programmed it in from rr data base on the hp sentinel. Can someone maybe help me out? I'd appreciate it thanks.

You need a scanner that supports p25 phase 2. The HP1 only supports phase 1.
