NJICS System ID Issue

Hi all, currently having a issue inputting NJICS system ID 39A into Motorola CPS. Anyone have any recommendations?

The system key needs to be loaded into CPS before adding the system to the codeplug.

Radios don’t have keys in them. The key unlocks the CPS to be able to program that system.
