NJSP Double TGID's

I have noticed that when I have my scanner programmed non-control channel only, that sometimes I receive 2 TGID's for the same area.

For example, I just received for B2-5 SOUTH 39888 and the normal 35792. I took it off CC only because someone mentioned that I might not hear all TG's. Is this normal or is it just the scanner?

I have found that the NJSP system doesn't track properly if you aren't using CC only. I noticed this back when I had my BC780.
