Any status bits above 8 indicate encrypted operations.
There are 15 spaces between every Type-II talkgroup to facilitate special functions on the system to the site controller (emergency button activation, dynamic regrouping initiated by the dispatcher, TG to TG patches, etc.).
All modern GRE & Uniden units can be set to 'ignore status bit', and that should be enabled. It will then show you the default TG that's really in use for the special situation (and the modern GRE units will not even respond to the encrypted status bit flags above 8, and henceforth, not even attempt to unmute).
