NJSP vs. NJICS systems

So, I don't usually monitor anything other than local stuff. I had the Northstar talkgroup programmed into my PSR-800, because one of their landing sites is across the street from home.

Anyway, I see that there is the NJICS system, and I see that there are talkgroups for Troops A, B, and C.

Is it the same system? I'm a little confused. I see talkgroups in one, but not the other.
