Looks like just the page layout was just reorganized, doesn't look like new frequencies or talk groups.

It just looks like they rearranged the system frequencies in an easier to read order and the same with the talkgroups. Now all talkgroups are tagged, and some are labeled as digital or mixed. Don't worry, I don't think rebanding is for another couple months yet. Believe me, you'll know when it happens, your scanner will pick up different voice channels if it gets any at all.

Delaware River group

Has anyone heard the Delaware testing out digital radio during the week?

If you mean the Delaware River Joint Toll Bridge Commission, that has been going on since at least July. Sounds pretty good though.
