No APCO bank plan available for xxx

I am using Freescan to download Illinois Starcom21.

I am receiving the following error messages when I am downloading to Uniden BCD396XT:
Unable to set WX
Error settings Band Plan on custom search range #0, (continues through #9)
(Below these messages, I get these...)
No APCO band plan available for Chicago Area.
No APCO band plan available for CookNorth
No APCO band plan available for CookNorth/Northw
No APCO band plan available for DuPageCnty
No APCO band plan available for SchaumburgIntell

I am unable to receive any of the above.

I would appreciate any assistance.

Disregard request for assistance.

As a novice, I am still trying to understand the digital structure. I have a Uniden BCD396XT. I just learned the system I am trying to monitor is phase II, the scanner can only monitor phase I.
