Fixed

Originally I was programming with ARCXT, for whatever reason I reprogrammed using ProScan and everything came to life. I have no clue why ARCXT was muting audio

Either the TG's are encrypted or you may be experiencing LSM issues if it is a simulcast system. If it's simulcast problems try moving your radio to a different areas in your home and see if you get better reception also make sure you are setting the P25 threshold correctly unfortunately that is a trial and error process to see what settings decode best for you. Let us know how it works out and of what I said doesn't work for you there are many knowledgeable people on this site that I'm sure will chime in as well.
Good luck and enjoy your 996p2 it's a great radio!

I'm leaning more toward the simulcast distortion potential. LSM or simulcast distortion typically manifests itself by either garbled audio or no audio. Particularly if you have a number of talkgroups programmed and you miss all of them, including those that probably aren't encrypted, such as Public Works type TGs (which can be found with ID Search On).

Encrypted talkgroups, such as those that are AES/DES, are skipped (as in not holding) and you see ENC displayed briefly. Other types of encryption, such as ADP, you'll get audible noise (nothing intelligible).

Along with the above suggestions you may try setting the site attenuator to On, or if your scanner is mobile, try to go about 1/4 mile from a known transmitter. If you get audio there, that confirms LSM distortion.

Well. . .

Despite the OP having success, checking for encryption and LSM distortion are valid considerations for the problem described. The later responses posted may be helpful to another person experiencing this issue and doing a search.

I wouldn't want another user to think that using ProScan instead of ARC will resolve stopping on a talkgroup without hearing audio. I can't find any place in ARC that will globally mute audio, other than perhaps turning down the volume (inadvertently) with Virtual Control.

Update

Ok here's an update. My issue is not related to the programming software as I originally posted. What has happened is I've been monitoring this system for about two years without issue using a yagi antenna. The other week a new site went online an equal distance away and about 25 deg off. from my location. As a result I have the dreaded LSM distortion problem. The other day I was tweeking the yagi and reprogrammed the radio and had it working perfectly. It was just coincidence that it began working after using the different software. The next day the problem presented itself again. Later this week I'll try tweeking the yagi a little bit more. I've also ordered a Radio Shack 800 antenna for back of set use in case I have to dumb down the antenna. I have tried the attenuator, but that knocks the signal out completely.

To be continued ......
