No audio with Mot system?

I have the Cherry Point marine base motorola system programmed in. I see talk groups showing up but with no audio. The control channel signal comes in strong too. I thought maybe it's Encrypted
but I don't see the ENC icon. This is on a BCD396xt. I downloaded the info from RR database.

I could be wrong on this but my local police were encrypted when I first got my 396xt. There TG's would show up, but no audio. They went unencrypted a few weeks ago and I pick them up now.

I just read on another about encryption and now I think it's probably ADP encryption which will not display ENC.
