No P25 reception

I purchased BCD996P2 and upgraded firmware to 1.08.01 I've yet to hear any P25 communications. What I've seen is NAC upgrade required. The scanner as advertised boasts P25 and I downloaded from Radio reference the San Bernardino County P25 systems.
I am at a loss as of what do I do to resolve this. I didn't want to buy a scanner for $350.00 only to find that it needs upgrade purchases of $150.00 to do what it was advertised to do.

If you look at the mode for this system many of the channels are listed as DE digital encryption, which means you can't listen to them.
You may also need to review the service types you have listed as active.

There are no "Service Types" in a 996P2.

NAC has nothing to do with an upgrade.


Fact is the system is encrypted, That's why your scanner won't decode it.

The BCD996P2 receives P25 Phase 1 and Phase 2 out of the box with no upgrades and there is no such thing as a NAC upgrade. The upgrades available are ProVoice, DMR, and NXDN. All law enforcement, EMS, and hospitals on the San Bernardino system are encrypted and cannot be received by any scanner. Fire is open to monitor with the exception of 3 Ontario talkgroups. Anything with a mode of "D" can be monitored. Talkgroups with a mode of "DE" are encrypted and cannot be monitored. Here is a link to the San Bernardino County radio system:

Where did you get the DMR License?
Uniden sells DMR NXDN and PROVOICE License Keys they are issued to the one scanner by the scanner model number and serial number and is not reusable on any other Uniden Scanner.

Wow EMS too. That's horrible. :cautious:

Most of the San Bernardino system runs off simulcast sites in the valley area. I have a 996P2 and 536 and both don’t pick up much in the valley area due to the known issues with simulcast distortion. When I get up near Victorville and Adelanto, I do hear traffic on the non-simulcast sites.
