BC75XLT: no power when batteries installed

BC75XLT: unit works when connected to computer.
Have tried both types of batteries and flipped the switch. NO POWER.
Yes i checked all the batteries.
Also nothing loose inside, yes i looked.
Did a reset on the USB power worked fine. Still will not power up with batteries, ANY IDEAS?

check the batteries again

using a mahac9000 the bottom plastic ring on the bottom of the battery gets ripped off.
it keeps the cell from making contact with the post in the radio, leaving it dead.
just a little tuft of plastic and it is all over.
i now make sure to line up the cells and only rip one little area.
