Listening to Stamford FD VHF on the scanner and only the tones are audible but after the tones…nothing else. I heard voice earlier today, but now it seems as I can hear voice only on the P25 system. Is this a transition over to a “digital” paging system for volunteers (reason for unencrypting?) or is this an error on dispatch?
