I don't know what you mean, but last time I was there, which was last weekend, they didn't seem to be using SAFE-T at all. All traffic was heard on Channel 4 (the conventional repeater).

I was in Noble County this past week end and was recieving all of the county including Kendallville City traffic and they were not using safe-t

I have found that the vast majority of traffic for Noble and Kendallville has been on the conventional repeater. Very rarely have I heard Noble on 800Mhz, though I have in the past, and have never heard Kendallville on it yet. I always chalked it up as maybe they dont have enough radios to completely utilize the system yet.

Actually, they used to make quite heavy use of (read: Dispatch on) the SAFE-T system. It just struck me as odd that they didn't use it at all the last time I was there. I know that Kendallville was using it a little bit, but not every officer outside of the SO had a SAFE-T radio. I have an audio clip of a buddy of mine on KPD that confirms their capability to use it. They rarely dispatched on it, only used it to test and to communicate with County units that were on it.
