Noir or neo-noir film sporting early police radio

I would like to ask the experts if someone could guide me to the title of an old Hollywood production of the film noir or neo-noir genre, which sported an early mobile police radio installed in a car with a control unit in a shape of a round speaker with a hand at ca. 2 o'clock? If I am not mistaken, a very long time ago I saw a film noir or a neo-noir, which presented a tabloid journo or a paparazzi, who had an early mobile police radio installed in his car to listen in to police wireless chatter to find interesting stories to make money. My memory is foggy now, but I think the film might have been starring Danny De Vito or it was Chinatown, and the story might have been placed in the 1930s or the early 1940s, however, I may be wrong.

Any suggestions are welcome.

Found it! That was The Public Eye from 1992 starring Joe Pesci.

Could someone please identify the radio set installed in his character's car and assess whether it was adequate to the era depicted in the film (1940s)?
