Non Encrypted P25?

Are feds using NON encrypted p25, or are they making the full jump from conventional to encrypted p25

The situation is pretty much the same as analog - some is encrypted, some is not.

Sheppard Air Force Base is pretty much all clear P25. I haven't heard any encryption here.

Most of the federal P-25 in my area is coded, but occasionally I will find individual units operating in the clear. This is undoubtedly due to operator carelessness.
