noob question about PD frequencies

Greetings all,

I am fairly new to radio programming and I'm still a noob. I've been searching through the forums and wasn't able to quite find the answers I was looking for. I own a Baofeng radio and was trying to program some of the bergen county pd frequencies on it in order to actually transmit as well. The radio was already pre-programmed for other law enforcement agencies in the state of NY and they work fine receiving and trasnmitting. However, when I tried going through this site's database and input the frequency and tone on my radio (after uploading to radio) I don't hear anything and I can't transmit. Is there like a "secret" tone or a specific thing I need to do. Can someone walk me through it a bit? I am using chirp software. For example

newark pd I use the following:

tone mode=cross
"one = 69.3
tonesql =123
cross mode= tone>tone
duplex=+

I don't hear anything with Newark, I also have Englewood clifts which I can listen to but I also can't seem to transmit.

Any help would be greatly appreciated. I've also included a screenshot of my database on chirp.

If you're actually authorized to transmit on public safety frequencies, you should be able to ask your radio shop.

Asking on a hobbyist website on how to program your cheapo Chinese radio makes me think you're not authorized.

Before this thread turns into a huge flame fest, I'm going to lock it. You'll have to find the answer to your question elsewhere. Sorry.
