Nooelec NESDR mini

I recently bought this and am no stranger to SDR dongles. I cannot get this one to receive anything. Using SDR# and have a RTL-SDR V2 as comparison which works fine. Ran Zadig and the device shows up as a RTL2838UHIDIR and working properly according to Windows 10 in device manager. I use FM BCB and NOAA weather for testing and no signals. I could have bought a dud perhaps but was wondering if anyone has had a similar experience with this model before. Its the "editors choice on Amazon etc..
