Scan the milair stickies in the Maryland forum - they often have Virginia based reporters. I would tend to bet that 260.9 and/or 228.9 will be 2 freqs to try, but no doubt there will be a great many more. Also look at Mark Cleary's list in this wiki article - it's a bit dated, but should be a good enough starting point
