My guess is a business out of Port Burwell using BearCom rentals.

The 166.23 TX record for repeater shows more info such as callsign which can identify other frequencies
under same license (in this case none) input frequency, TX ERP etc.

160.575 may be Ontario Southland Railway that runs through Woodstock and joins with Canadian Pacific.
Thanks. I don't know of any local yards around my location but still could be.
