norfolk p25

you need to go back to radio ref website and reprogram norfolk p25 they have more channels on the website now.

1- Do you have the correct system freqs?
2- Have you set the system as P-25 AUTO?

I can pick it up near Town Center and lose it at Lynnhaven and VB Blvd. Why is that?

At least you are receiving it now.... As far as the latter, you're out of range likely. Understand that wideband receivers (i.e. scanners) are not as sensitive as a radio that would receive only 850 MHz. The signal is further degraded by having the stock antenna inside your car. You might be able to somewhat make up for the loss in sensitivity by getting an 800 MHz antenna to mount on your car roof. A mag mount will be fine.
