A few years ago the Nortex Regional Planning Commission (covers the Wichita Falls area) licensed several repeaters (WQHT434, WQKF456) in their region.
Today I found this document
Appendix A – Nortex Regional Mutual Aid Agreement OPERATING GUIDELINES NORTEX REGIONAL REPEATER SYSTEM (RRS) AND OTHER REGIONAL EQUIPMENT 10/20/2009
on their web site (on the homeland security page).
It details the use of the repeaters and who is authorized to use them.
Page 7 (Attachment B) lists the repeater frequencies, DPL codes and display alpha tags.
