when is north haven PD going to use their UHF system?...and will it be analog or P25?

There was something in the paper a few weeks back saying the town was close to going live with a new radio system. It didn't specifically mention police... I took it to mean it was a new town-wide system.
do you know what paper and the date?
I'm pretty sure I read it in the New Haven Register within the last month.
