As FMON said, look in the database here on RR for information on these systems. The PRO-71 is not a trunking scanner, which is going to prove to be a problem, since every one of the localities listed above is on a 800MHz trunked radio system. Furthermore, Prince William and Fairfax are on digital trunked systems.

The City of Falls Church shares the Arlington County system.

Looks like the best you'll be able to do is monitor some VHF simulcast of some fire/EMS traffic:
Prince William 5A (fire/EMS dispatch): 154.325
Fairfax 4A (fire/EMS dispatch): 460.575
Arlington 2A (fire/EMS dispatch): 154.130

Hope this helps...

thank you all, you really helped so far but, i got some more questions:
what is a trunked system?
and
what is a digital system?
and
where can i get something that will pick up what i need if my scanner won't?

PS.....
if you haven't figured it out i did kinda just pick up my scanner from a pawn shop for $15 and have no clue as to how to use it or what half the stuff you guys are talking about. is there like a tutorial on this site, or possibly a book i can buy that would explain this stuff????

Great price for a scanner. You can download the owners manual for the Pro 71 at this link http://www.radioshack.com/ProdSuppo...sp?P=support_electronics&D=2849&T=htm
what is a trunked system?
Near the top of this page, click on the Home link above and find on the left, under Modules\Online Content Trunking Information.
what is a digital system?
One of the topics in the Online Content link is APCO-25 and Digital Trunking Information.

Your scanner will not work for either trunktracking or digital. The current radios for digital are the BearCat's 250D, 785D, 296D and 796D and The Radio Shack Pro-96. There are many cheaper scanners for non-digital trunktracking. You can however, click on the RR Database Link at the top of this page and find some UHF/VHF non digital frequency information for the areas mentioned in your first post. Your scanner won't scan 800MHz freqs, so none of the trunked systems mentioned above can be scanned, even non-trunked.

Well for $15 it's still a bargain. Just about every jurisdiction still simulcasts fire disp and Arl does Police as well, try 453.825 for Arl Police......and of course for now can still monitor the above listed VSP
