My wife and I are planning on taking a cruise soon on the Norwegian Jewel. Since it was refurbished in 2018, does that necessarily mean it will have MOTO TRBO repeaters on-board? And, if so, are they likely to be on 457.xxxx outputs?

It could be
According to this site: Cruise Ship & Maritime Frequencies the Norwegian Pearl has a TRBO Repeater on it.
This list was updated for Pearl in 2018. All the other boats in the fleet have frequencies that are a few years older.
So it is quite possible that the Jewel is now using TRBO as well.

I took a Disney Cruise last year and they switched over to DMR with all encryption.

Most lines are transitioning to DMR and extreme Narrowband as well, Frequencies generally remain the same, just now DMR

The last I have for the Jewel is from 2013 :(
but based on other NCL's, I would plan for DMR, good thing with NCL is no reports of Cap+
