Not hearing anything on Nueces Padre Island EDACS - Working now

I'm on Padre Island, the control channel for Padre Island EDACS is at full strength but for some reason I don't hear anything on there, I've double checked the frequencies and they are correct, I can hear Shoreline, Flour Bluff and Robbstown with no issues, has there been a change or something that would affect hearing the TGIDS? Edit I'm hearing it now, not sure why I didn't before.

Edit I’m only hearing Fire DSP nothing else.

For some reason the PD talk groups have been jumping to different talk groups while patched that aren't listed I notice that happening mostly in the early mornings and at night usually during the day everything is on normal talk groups.

Maybe it has something to do with the changeover to the P25 Phase 2 system.

Sometimes they will throw ESK and partial encryption on that tower during spring break, they did it last year.
