The extended ranges were opened over two years ago in version 0.06.

Added the ability to program frequencies outside the PRO-95's normal ranges. All frequencies below 406MHz use a 5kHz step size, while all frequencies above 406MHz use a 6.25kHz step size. "
Step sizes are hard coded into the radio and cannot be modified by Win95. A list of step sizes can be seen by clicking on the SR5 tab in Win95.
