Novice looking to scan in Toombs county

Could someone look at the Toombs County reference page and let me know what the minimum requirements are for monitoring the Toombs county Sheriff dept, EMS, Fire, Lyons PD, and Vidalia PD? I want to buy a scanner for my parents but don't want to "under" buy or "over" buy.

You didn't post whether base or handheld. The base unit I would advise is the BC15X. Handheld, would be the BC125AT. There are no trunking systems in their county. Both will receive the county SO and cities PD and FD.
