NPS Kennesaw Mtn on 171.775

Hearing data bursts on 171.775 that appear to be digital voice. However, my 396T does not decode as P25. Any ideas on what format or content this is?

I can hear it here in Calhoun Georgia very well, but no idea what it is or where it is coming from.
