NSRS Big Horn

Someone posted a link a while back that was the proposal for NSRS to move to P25 phase 2 and all their reasoning for it. There was a section in the document where they talked about coverage gaps. One of them was I-15 between Primm and Jean, and the map showed a site called Big Horn. I know I don't have Big Horn in my scanner, so I started poking around the FCC database for location and freq info. I found this: WPWL702, a NV Energy power plant near the CA border. Its an 8 channel site, but the LCN listed starts at 9 and runs through 16. As a matter of fact, none of the frequencies for any site associated with this license have an LCN starting below 6. Has anyone seen this before?

I clicked on another site on this license - Potosi, and see that some of the freqs listed match up with the RR DB, but not all are there, and the ones in the DB have conflicting LCN with what the FCC has. Any thoughts?

The licensed frequencies can be assigned any LCN in any order by the System Administrator. Some of these sites are overflow and in fill for other sites, and some are in the process of migration as channels get turned up with the change out. The fun part with this is radios can be remapped on the fly. Rarely is there a time when I visit Vegas (every other month or so) where my radio doesn't get something updated when I affiliate.
