Is the backup system limited to just dispatch consoles and radio tower transmit/receive equipment, or is it also intended to include EF Johnson/Kenwood handhelds and mobile units? It seems like the more economical route would be to retain the existing Motorola APX radios and use them across both systems, perhaps by designating a backup channel or zone specifically for the EF Johnson side. But I’m wondering if NWCDS is aiming for full radio fleet duplication for maximum redundancy.
Additionally, I’m curious about the rationale for building out a full P25 backup system rather than reverting to a simpler analog fallback. Is this about preserving encryption, talkgroup structure, and digital trunking capabilities in the event of a failure? Has STARCOM21 experienced any downtime or instability that may have prompted this level of investment, or is the backup effort simply a proactive move toward long-term resiliency?
