Does the squelch need to be closed for nxdn conventional decoding?

It's the same as DMR or P25, the squelch setting affects the initial "is there a carrier" check done before any attempt to decode a digital signal is made. If you set it too high, you will miss valid signals, and if you set it too low, the scanner will hang trying to parse bits out of noise.
