Unfortunately, "NXDN96" indicates 9600 baud, or 12.5 kHz NXDN. As MTS2000des pointed out, Icom radios only support 4800 baud, 6.25 kHz NXDN.
If the channel you are wanting to monitor is conventional and not encrypted, then you have the option of purchasing a Kenwood NEXEDGE radio to monitor it with. Setting the RAN code to 0 works as a digital carrier squelch on Kenwoods as well.
