OK is this an OpenSKY, or another type of digital TRS?

WQFJ211 (NEW YORK, STATE OF, OFFICE FOR TECHNOLOGY)

I see it listed as active for most of the region in the Lakes area (around the greater Monroe County Area)

Probably the licenses for SWN. I don't think they have been cancelled. Knowing NYS, they probably won't bother giving back the licenses, which will make frequency coordination hell for everyone else.

Not only is OFT not cancelling licenses, they are filing for buildout extensions from the FCC, even though there isn't a plan on using the spectrum! But, what it does do, is allow NYS (and not the FCC or coordinators) decide how public safety 800 MHz. spectrum will be used in the state, by making potential licensees having to go to OFT to 'request' spectrum be released for their own system.
