NYC Fed and DoD Scan

Fed range scan:
416.0125 - Strong signal, but only in and out empty transmissions? DB has nothing on it.
413.8625 - I think this is a digital channel but my scanner is kind of old (BC296D w/Card) which sometimes takes forever to pick up on the digital transmission and start decoding it. DB has nothing on this freq. Later on while scanning I came along this frequency again and messages were being played on it in morse code. Strange.
411.7250 - Completely crackled speech. DB has nothing.
408.0125 - Repeated empty transmission (with a tone playing?)

DoD range scan:
149.7250 - Strong signal, just blank transmission with what sounds like a wave playing. DB has nothing.

166.3875 - Heard chatter then suddenly cut off. DB has nothing
168.0500 - Something digital but what? Doesn't sound like paging. DB has nothing
168.3875 - Paging? DB has nothing.
168.9125 - FULL signal but no transmission. DB has nothing.
