NYPD, parking in Forssmann division questions

Hi,
Just wondered what each of the parking enforcement division channels are used for
Why is there citywide three traffic and also a parking enforcement division citywide. What’s the difference?

The Parking Enforcement District (it's not a Division), is an obsolete designation. It's now called the Traffic Enforcement District, one of six components of the NYCPD's Transportation Bureau (abbreviated CoT, for Chief of Transportation, to avoid confusion with TB, the Transit Bureau).

Before I answer your question...a bit of background: Traffic Enforcement Agents (TEAs) are civilian employees of the department (non-sworn personnel). There are four levels of TEAs: 1 - summons writers; 2 - intersection controllers; 3 - tow truck drivers; and 4 - various specialists, i.e.: HELP Truck operators, truck enforcement. There are assorted supervisory ranks above TEA, going up to Director.

Manhattan TED (old PED) is used by Level 1s assigned to: the Manhattan South Traffic Enforcement Unit (TEU), the Manhattan North TEU, and the Staten Island TEU.

Bronx TED is used by Level 1s assigned to the Bronx TEU and Level 3s assigned to the Bronx Tow Pound Unit (TPU).

Brooklyn TED is used by Level 1s assigned to the Brooklyn North TEU and the Brooklyn South TEU, and Level 3s assigned to the Brooklyn TPU.

Queens TED is used by Level 1s assigned to the Queens North TEU and the Queens South TEU, and Level 3s assigned to the Queens TPU.

Citywide TED is used by:
- Level 2s assigned to both Intersection Control Section commands (North - the area around the Queensborough Bridge and South - the area around the lower Manhattan)
- Level 4s assigned to all four of the Traffic Special Operations Section units, including Construction Compliance, Intersection Response & Special Events, Truck Enforcement, and Highway Emergency Local Patrol
- Level 1s assigned to all of the Nighthawk commands (the four overnight TEUs - Manhattan, Bronx, Brooklyn, and Queens)

Citywide 3 / Citywide 3 SI is used by:
- TED executives
- Level 3s assigned to the Manhattan TPU
It is shared with all four of CoT's Traffic Operations District units, which are made up of uniformed (sworn) and auxiliary (volunteer) employees of the Department. Those units are Special Events, Citywide Traffic Task Force, Bus Unit, and Taxi Unit.

To round out the picture regarding CoT related radio channels, Traffic / Traffic SI is used by uniformed and auxiliary employees assigned to the Highway District and the Joint Transportation Management Center. Lastly, there are assorted tac and boroughwide channels used for unit-to-unit radio traffic among the above commands.

I’m using the open MHZ feed and they still have the talk groups labelled as parking enforcement division.
