NYS and County OEM Low Band Frequencies

Does anyone know if the State OEM frequencies such as 45.16, 45.44, 45.56 & 45.60 and the associated individual county or regional frequencies such as 45.24, 45.36, etc. are still in use or part of an active Interoperability & Emergency Communications Plan? Other than 45.60, there are no reported PLs and most submissions are from many years ago.

Every County is "supposed" to maintain a radio to operate on their regional channels. There are active low-band repeaters across the state at the major state radio sites. The repeaters are wirelined back to the state watch center. Exactly what is where...I don't have the specifics.

Is the system still CSQ? It was back in the 60's when I worked for Onondaga County and we were 45.24 regional net and 45.36 County.

Any time I have heard drills or tests recently here in Region 5 everything has been on the 155.115 repeater and nothing on low band.

Everything is PL now. Somewhere around 2005-2010ish NY did a upgrade and reconfigure of all the low-band. Repeaters went in, PLs were added, etc. Its designed as the only infrastructure based radio system that can reach all of NY. No input voting or anthing like that. Just stand alone repeaters and base stations with wireline to Albnay. The PLs were added to cut down on propagation induced interference.

DHSES/OIEC is actively trying to establish a presence on county/regional trunked systems, specifically to stand up a "Watch Center" talkgroup so that the counties can communicate directly with the state. It's very much an ongoing work in progress, so hopefully as things progress I'll have a more complete list of talkgroups to document in the RRDB. Here are a few examples of talkgroups we have listed so far.

Is the State Central District OEM office still at Marcy with the base on the State Hospital roof? Glad to hear there was an upgrade and Pl added from the GE 'Pre-Prog" base stations back in my day. Onondaga had a 75MHz link from the EOC to their Mt Sevier base.

Onondaga was the Warning Point for Central District so we handled the NAWAS system and were pretty much the hub for the Central Region communications. I don't recall any regular use or testing of the 45.24 channel even back then other than an occasional informal check with Marcy.

Are you talking about Pompey ? I know when I worked on stuff there was a low band base for EMO there. That was many years ago.

I just looked thru our low band code plug and our command post still has 45.36 and 45.24 with a PL of 82.5. Its been many years since it was used but assume it carried over from vehicle to vehicle. Not sure they even have a base on it any longer.

Yes, Sevier Rd Pompey site that now seems to be rather pretentiously called "Mt Sevier". So PL was added with the upgrade. Back in my day we had to listen to 45.24 co-channel Chautauqua County "770 to 65" all day long.

The locations of all licensed low band FB2 repeaters throughout the state. Lake George (Warren) and Wethersfield (Wyoming) have already been confirmed and added to the database. Stony Point (Rockland) is no longer on the air.

Note that there are two frequencies licensed for Berne (Albany) and Wilmington (Essex).

Over all my time in radio there I know of one guy only that called it by this name.

As for 45.24 I switch my scanner to that and will monitor from Pompey.
I never heard "Mt Sevier" while I was involved in 2-way service in Syracuse it was always "Pompey Site". The Mt Sevier seems to have originated with the TV stations when they moved up there. Probably to hype their coverage.

The engineers I know at WSYR-TV refer to it as just "Pompey". I suspect you're right in the name being used for hyping. Likely just an on air thing that someone picked up on.
