I can't speak for your area but Upstate, the VHF are old system wide frequencies that were discontinued when they went UHF.
UHF is mostly encrypted DMR from what I have observed.

The psych center is Rochester is unencrypted, but I've only heard around 2 transmissions since March, both of which were car to car, they have no call signs, and no dispatcher. It seems they just rarely use their radios, I would imagine Pilgrim would follow suit.

What frequency at RPC is unencrypted? 453.325 has always been fully encrypted on all the Talk Groups. I think the 464.7125 is also encrypted but it is low power/on site frequency I can barely hear a short distance away. They also have mobile only simplex on 463.2875 and 468.2875 I have never heard.

VHF has been depreciated...it's definitely all UHF now.

MotoTRBO to be precise.

The radios are used plenty...just not anything worthwhile lol.
